§76-19 Promotional examinations. Examinations may be promotional examinations, which shall be limited to regular employees in the civil service, whenever in the opinion of the director of human resources development the same is practicable and for the best advantage of the public service. Promotional examinations may be either intradepartmental or interdepartmental in scope. Whether a promotional examination is to be intradepartmental or interdepartmental shall be decided by the director.
